CAI's position is simlar to on this issue as it is on many others. Each community should be able to determine what "green" programs they want to support and encourage within their community. Community associations are all about neighbors making decisions together and if there is a majority that wants to make a change in the rules then there should be an opportunity to do so. And if the majority wants to restrict clotheslines, like any other community decision, then they should be able to do so.
