Well, the CCIOA was written to standardize the operation of community associations in Colorado. I am sure that there are many developers who would prefer that there be no such regulation and they could design their own specific contracts. So it's not really a government mandated contract, but a government regulated contract.
And many associations do maintain and plow their own streets. While some larger associations in CO have seperate metro districts which have that responsibility, others are responsible for infrastructure themselves.
That is why every prospective buyer needs to review the communities documents, understand what they are buying into, and make an informed decision. Not every community is for everyone, but there are plenty of choices out there, both older and new construction, to provide alternatives for every price point and preference.
